Mudança de paradigma da ajuda externa ao orçamento do Estado em Moçambique 2010 – 2017

Abstract

The subject of the present work is "Paradigm Change of External Assistance to the State Budget in Mozambique (2010 - 2017)". The development of this work is relevant, since it allowed to understand the economic and social cooperation relations in Mozambique and its changes and implications for the structure of External Assistance to the State Budget. Hence the present work aims to understand the scenarios of External Assistance to the State Budget and its changes in Mozambique. The work was based on the method of qualitative research, assisted by bibliographical research method, documentary, and journal of the interviewer, content analysis and reading sheet. Thus, the analysis and interpretation of the data showed that the External Assistance paradigm to State Budget in Mozambique had the year 2015 as the watershed, since it was in this year that the problem of hidden debts coma to the public knowledge, which broke the trust with the cooperation partners, and led to the subsequent slowdown in funding to the State Budget. With this scenario, the government has undertaken strategies to maintain macroeconomic stability by correcting fiscal imbalances, rationalizing public spending, increasing the tax base to reduce external dependence, monitor and evaluate actions, audit and oversight. The work consists of four chapters: Chapter I presents the introduction, the contextualization, the problem, the justification, the objectives, the hypotheses, the literature review and the methodology; Chapter II deals with the history of foreign aid in Mozambique, chapter III deals with the paradigm of foreign aid to the State Budget, finally, the Conclusion and the Bibliography conclude the present work
