Abstract

This article discusses the open access initiatives to scientific information with emphasis on institutional and or governmental directives, policies and actions from different countries of the World. The paper identifies the guidelines and recommendations by international bodies such as UNESCO, IFLA, in order to search for a baseline platform to propose directives, policies and concrete actions that may be applicable to the Mozambican context. First, and to substantiate the analyses, an overview of the country’s current situation is carried out seeking for existing institutional and or governmental open access initiatives to scientific information. The main data sources are institutional documents and the Mozambican legal framework for high education, science, technology and innovation. Second, the paper explores institutional initiatives aiming at the establishment of open access platforms, mainly scientific journals and institutional open access repositories, within the national context. Third, the results of the discussions from the first Open Access to Scientific Information Workshop, that took place between 9 and 10 May 2016, at the Eduardo Mondlane University, in Maputo, are used to propose directive models and policies for scientific information open access repositories within the Mozambican context.
