Governação democrática em Moçambique: orçamento participativo como instrumento de desenvolvimento autárquico no Distrito Municipal KaMavota (2012-2016)

Abstract

This paper focuses on participatory budgeting in the development of local authorities, and its objective is to analyze the implementation of participatory budgeting as a development instrument in the KaMavota Municipal District in the Municipality of Maputo City. This research was based on the following methodological framework: the research is applied in nature, the approach to the problem is qualitative, and the objectives are explanatory. The theoretical framework was based on the theory of participatory democracy and local development. Therefore, this research was carried out with the thesis that participatory budgeting has proven to be an instrument of great importance for local development through participation. However, within the scope of its implementation in the KaMavota DM, even with the participation of citizens, the PB constituted an instrument of local development, not in an absolute or total way, since there were many challenges that meant that this program did not reach considerable levels of local development. Another aspect observed was the interruption of the implementation of this program, which was considered an instrument of local development at the level of municipal districts.
