dc.description.abstractO presente estudo analisou as dinâmicas de poder implícito e a sua influência na governança local no povoado de Mavunguane, uma das 7 comunidades que circundam a reserva de caça Sabié Game Park (SGP), no âmbito contexto da implementação do Projecto ProSuLi (Promoting Sustainable Livelihoods in Transfrontier Conservation Areas) no período entre 2018-2023. O projecto adoptou abordagens participativas para engajamento dos diferentes actores na identificação e implementação de acções de desenvolvimento para a melhoria dos meios de vida das comunidades circunscritas ao SGP, promovendo a acção colectiva e o estabelecimento de uma governança funcional para a co-gestão de infraestruturas de água de múltiplo- uso. Apesar do enfoque participativo, os resultados revelaram tensões internas e clivagens entre linhagens da liderança local, que influenciaram implicitamente os processos decisórios e os arranjos de governança estabelecidos. A investigação recorreu a uma abordagem metodológica predominantemente qualitativa para analisar o processo histórico de estabelecimento e aquisição do poder pelas linhagens de liderança, bem como as formas de exercício do poder segundo a perspectiva de Gaventa. Foram igualmente utilizados métodos quantitativos para determinar o nível de posse de bens das linhagens em diferentes períodos, a análise das redes de parentesco entre os actores e o nível de influência por estes exercido na gestão dos recursos naturais na percepção da comunidade. Por fim, examinaram-se como essas dinâmicas de poder influenciaram a participação e os resultados nas diferentes fases do projecto, especialmente na constituição do grupo de gestão da infraestrutura de água. Os resultados evidenciaram sobreposição de funções entre a liderança tradicional e administractiva. O poder das linhagens consolidou-se historicamente por migrações, alianças matrimoniais e envolvimento em funções de liderança e militares, com destaque para as linhagens Zitha, Muconto e Chihesse, sendo esta última destacada com maior nível de riqueza nos períodos analisados. Todos os actores da liderança exercem poder visível, excepto o ndota 2, que combina poder oculto e invisível. A maioria dos actores mantém relações de parentesco por consanguinidade e por casamento, concentrando funções estratégicas entre familiares. Na percepção da comunidade, a influência varia conforme o recurso: o régulo predomina na atribuição de terras, o líder comunitário nas áreas florestais, e os ndotas 1 e 4 na resolução de conflictos relacionados ao roubo de gado. A influência dos actores também variou ao longo das fases do projecto. Na fase inicial, o régulo desempenhou papel central na negociação com actores externos, enquanto o ndota 2 destacou-se pelo status social e pelos laços de parentesco com o régulo. Nas fases seguintes, o líder comunitário e o ndota 2, ligados às linhagens Muconto e Chihesse, consolidaram e fortaleceram a sua influência na escolha do local da infraestrutura, supervisão e fiscalização das obras e constituição do comité de gestão da água, cuja composição reflectiu predominantemente vínculos familiares com esses actores, enquanto a influência do régulo enfraqueceu progressivamente. Com base nesses resultados, conclui-se que, embora o Projecto ProSuLi tenha adoptado abordagens participativas, os processos para a constituição do comité de gestão da infraestrutura, paradoxalmente, reproduziram e reforçaram as dinâmicas de poder pré-existentes. A compreensão limitada do contexto sociopolítico local, da relação entre os actores envolvidos, das formas de poder exercidos e das agendas individuais permitiu que grupos e linhagens mais influentes consolidassem a sua posição, e reproduzindo desigualdades na governança local.en_US

dc.description.resumoThe present study analyzed implicit power dynamics and their influence on local governance in the village of Mavunguane, one of the seven communities surrounding the Sabié Game Park (SGP), within the context of the implementation of the ProSuLi Project (Promoting Sustainable Livelihoods in Transfrontier Conservation Areas) between 2018 and 2023. The project adopted participatory approaches to engage different stakeholders in the identification and implementation of development actions aimed at improving the livelihoods of communities associated with the SGP, promoting collective action and the establishment of functional governance for the co-management of multi-use water infrastructure. Despite this participatory focus, the results revealed internal tensions and divisions among local leadership lineages, which implicitly influenced decision-making processes and the governance arrangements established. The study employed a predominantly qualitative methodological approach to analyze the historical process of power acquisition by leadership lineages, as well as the forms of power exercised, based on Gaventa’s cube perspective. Quantitative methods were also used to analyze specific data deemed necessary, including lineage asset ownership over different periods, kinship networks among actors, and the level of influence they exert in natural resource management as perceived by the community. Finally, the study examined how these power dynamics influenced participation and outcomes across different phases of the project, particularly in the formation of the water infrastructure management group. The results revealed an overlap of roles between traditional and administrative leadership. The power of lineages was historically consolidated through migration, marital alliances, and involvement in leadership and military roles, with particular prominence of the Zitha, Muconto, and Chihesse lineages, the latter standing out as the wealthiest across the analyzed periods. All leadership actors exercised visible power, except for ndota 2, who combined hidden and invisible forms of power. Most actors maintained kinship ties through both consanguinity and marriage, concentrating strategic roles within family networks. According to community perceptions, influence varied depending on the resource: the régulo dominated land allocation, the community leader was more influential in forest areas, while ndotas 1 and 4 were more prominent in resolving cattle theft conflicts. The influence of actors also varied across the project phases. In the initial phase, the régulo played a central role in negotiations with external stakeholders, while ndota 2 stood out due to social status and kinship ties with the régulo. In subsequent phases, the community leader and ndota 2, linked to the Muconto and Chihesse lineages, consolidated and strengthened their influence over site selection, supervision and monitoring of construction works, and the formation of the water management committee. The composition of this committee predominantly reflected family ties with these actors, while the influence of the régulo progressively weakened. Based on these findings, it is concluded that although the ProSuLi Project adopted participatory approaches, the processes paradoxically reproduced and reinforced pre-existing power dynamics in the constitution of the water infrastructure management commitee. The lack of an in-depth understanding of the local socio- political context, the actors involved, the forms of power exercised, and individual agendas allowed more influential groups and lineages to consolidate their positions, limiting the emergence of less influential actors in management position and reproducing inequalities in local governance.en_US
